Industrial Wastewater Discharge Permit/Application

Commercial projects that require a building permit and have a sewer connection will need to be evaluated for the issuance of an Industrial Wastewater Discharge Permit (IWDP).  Complete and return the IWDP application below to the Department of Planning and Permitting, Wastewater Branch, 650 South King Street, 1st floor.  The information provided will assist in determining if an IWDP is needed.  If required, the form will then be used as an application for the IWDP.  Please contact us at Regulatory Control for more information.

NOTES:

  • Please refer to CHAPTER 2 RULES, if you are installing, replacing or connecting to a GREASE REMOVAL DEVICE (GRD) also known as a GREASE INTERCEPTOR (GI).
  • Please refer to the CHAPTER 3 RULES for local limits applicable to industrial discharges in the Sand Island Wastewater Treatment Plant and the Honouliuli Wastewater Treatment Plant tributaries.

Significant Industrial User Wastewater Discharge Permit/ Application

Wastewater discharge from a Significant Industrial User (SIU) and a Categorical Industrial User (CIU) can have a major impact on the City’s collection system.  Industrial users that fall into these categories are required to submit a Significant Industrial User Wastewater Discharge Permit Survey/Application.

An SIU is subject to National Categorical Pretreatment Standards under Title 40 CFR (Code of Federal Regulations).  An SIU, as defined by the Environmental Protection Agency (EPA) contributes an average of 25,000 gallons or more per day of processed wastewater, 5% or more of the organic or hydraulic capacity of the Public Owned Treatment Works (POTW), and have a reasonable potential to adversely affect the operation of the wastewater collection system, treatment plant, or violate any pretreatment requirement.

A Categorical Industrial User (CIU) is identified as any industry that falls under the categories listed in 40 CRF Chapter I and Subchapter N.  These categories are also listed in the SIUWDP Attachment A.

Temporary Industrial Wastewater Discharge Permit/Application

This application is for businesses that need to discharge temporarily into the sewer system.  This includes chlorinated water, gray water, cooling tower water or any other polluted water that cannot be disposed of through the storm drain, landscaping or watering.

NOTE:  BOTH THE APPLICATION AND PERMIT MUST BE SUBMITTED TOGETHER.
