HONOLULU – The City and County of Honolulu’s Department of Environmental Services (ENV) will host town hall meetings to discuss proposed sewer fee increases set to take effect July 1, 2025. The objective is to provide the public with an opportunity to learn about ENV, why sewer fees are increasing and by how much, a proposed customer assistance program, and ask questions.

The proposed fee increases include annual increases of 9% for the first six years beginning July 1, 2025, followed by smaller increases of 8%, 7%, 6%, and 5% over the following four years. This phased approach will result in a total increase of 115% over the 10-year period.
The additional revenue is critical to cover rising operational and maintenance costs and to fund essential projects included in ENV’s Capital Improvement Program, valued at $10.1 billion between 2025 and 2040.
To ease the financial burden on low-income households, ENV will introduce the Customer Assistance for Residential Environmental Services (CARES) program. Households earning less than 80% of the area median income (AMI) may qualify for a monthly credit of $20 to $25 on their fixed sewer charge.
