Transportation Mobility

The Transportation Mobility Division (TMD) plans, manages, and maintains the City’s public transit systems, facilities and equipment.

The public transit system consists of TheBus and TheHandi-Van. TheBus and TheHandi-Van are operated by Oʻahu Transit Services, Inc., a private, not for profit management firm under contract with DTS.

The three branches which comprise TMD are Bus Service and Operations, Paratransit Service and Operations, and Facilities and Equipment.

Bus Service and Operations

TheBus Only Lane

TheBus operates over 100 routes serving most major regions of the Island of Oahu: Windward (Kahuku to Makapuu), Leeward (Makaha to Waipahu), Central Oahu (North Shore to Mililani) and the primary urban corridor (Pearl City to East Honolulu). 4 different types of services: Rapid Bus, Trunk, Circulator, and Peak Hour Express which operate various routes throughout the week. TheBus works in conjunction with Skyline Rail operations, providing service to and from Skyline stations. As more Skyline stations are opened, TheBus routes for areas around the stations will be modified to better serve the community. 

Paratransit Service and Operations

TheHandi-Van is a demand-response operation service for the entire Island of Oahu for riders who meet the complementary paratransit service eligibility requirements of the Americans with Disabilities Act (ADA). Individuals are picked up and dropped off at their destinations. This branch also oversees the city’s Human Services Transportation Coordination Program (HSTCP), which supports transit-related activities addressing the needs of senior citizens, low-income households, and persons with disabilities. The Committee for Accessible Transportation (CAT) provides counsel and advice to the Director of the Department of Transportation Services concerning the transportation goals and objectives for the elderly and persons with disabilities.

Facilities and Equipment

Kalihi Transit Center

The Facilities and Equipment Branch procures all vehicles and equipment used to operate and support TheBus and TheHandi-Van services. This branch also oversees the construction of new bus facilities, and the maintenance and improvement of existing facilities, including bus transit centers and park-and-ride facilities, bus shelter and bus stops.

One project to support maintenance of the facilities is the Bus Stop Volunteer Program wherein the City Department of Transportation Services (DTS) partners with civic organizations, businesses, or school organizations willing to donate their time and labor to perform minor repairs and painting at TheBus transit centers and bus shelters.
