Parking in Honolulu
4g-Enabled Parking Meters
In summer of 2023, the City began installing new 4g-enabled parking meters that come with multiple functionalities that allow users to pay for parking safely, securely, and quickly. The City will continue upgrading coin-only meters to enable credit card payment by the end of this year.
These meters, manufactured by the IPS Group, are able to:
- Accept credit/debit card payments and other innovative solutions for payment
- Use the web-based payment app, Park Smarter, which is currently the City’s only parking payment app (debuted back in February of this year)
- Charge parking fees based on rates set up by ROH Section 15-22.4
On top of accepting both credit/debit cards, coin, and phone app payments via Park Smarter, the new meters come with Near Field Communication (NFC), allowing the use of Apple and Google Pay.
In addition to the Park Smarter app, parkers can get their parking history and support via MyParkingReceipts.com. Here, parkers can look up their transaction history by card number and date for up to 6 months and get automatic email receipts for online transactions. MyParkingReceipts.com is only available for City parking meters.
Park Smarter App
The phone app, called Park Smarter, is a mobile payment system that allows parking to be paid for select on-street City parking stalls. These meters can be identified by the meter ID on the screen.
Park Smarter only accepts credit card payments, and is available for free download on both iOS and Android smart devices. People that do not have smart phones or access to mobile internet can still pay with coins.
DTS encourages the public to download the Park Smarter app via Apple App Store or Google Play.

Energy Emissions and Reduction Plan for Transportation – Parking Pricing Framework
The Framework reviews the existing parking conditions and CCH mobility and climate goals and establishes a set of principles to guide various parking pricing strategies and complementary solutions.

Residential Restricted Parking Zones
Residential Restricted Parking Zones (RPZ) allow vehicles, used by residents, to park in on-street spaces beyond the posted RPZ parking time limits without being ticketed.
The Department of Transportation Services (DTS) reserves the right to modify the program, regulations, times and streets after appropriate neighborhood consultation and notice.

Honolulu Urban Core Parking Master Plan
The Honolulu Urban Core Parking Master Plan was funded in part through grants from the Federal Highway Administration and Federal Transit Administration U.S. Department of Transportation.
The purpose of this work element was to conduct an on-street and off-street “public parking” survey in the Honolulu urban core for the purpose of assessing existing and future parking (on-street and off-street) supply and demand.

Parking Enforcement and Maintenance
The Honolulu Police Department (HPD) is responsible for the enforcement and collection for all City parking meters and parking stalls.

City Parking Rates
Parking meter rates are set by City Ordinances under Section 15-23.2 for Metered Parking Facilities, under the Revised Ordinances of Honolulu.

Parking for Persons with Disabilities
Persons with disability parking permits must pay at city attendant parking lots beginning January 1, 2015
Honolulu – The City and County of Honolulu’s Department of Transportation Services announced today that effective January 1, 2015, persons with disability parking permits will be charged the standard parking rate at city parking lots that are staffed by an attendant.
This action was mandated by Ordinance 14-25, which was adopted by the Honolulu City Council on July 23, 2014, and makes the city’s policy consistent with state lots staffed by an attendant.
The ordinance repeals the free parking provision for city parking lots with an attendant because the attendant can assist disabled persons making payments and there are no accessibility issues with meters.
