Update on Rule Changes for Outdoor Courts
The final public survey was closed on July 21, 2023. Now the Honolulu Department of Parks and Recreation (DPR) will review the public comments before beginning the final stage of approval through the DPR formal rule promulgation process. This includes posting the final draft publicly, and a public hearing for final public input. That hearing is expected this year.
The proposed rules aim to balance casual recreation use of the courts with the addition of tennis and pickleball lessons and other permitted activities. The hope is to have consistent, fair regulations on agreeable terms for all court users to encourage compliance and reduce the need for enforcement. We want to keep our facilities as open to recreational use as possible, while also giving instructors the chance to provide higher quality lessons to our communities.
We appreciate the patience and understanding of the various park user groups while we work to make these rules and additional facility plans as beneficial to the community as possible.

Tennis Court Rules
1. The following are prohibited within court enclosures: shoes with hard soles; raised heels or cleats; animals; bicycles, skates, skateboards or baby carriages.
2. Players must wait their turn in person. Lone players may not use the court while others are waiting.
3. Players may not play two (2) consecutive time periods if waiting players wish to use the court.
4. The limit of play is 45 minutes from the time of possession for singles and doubles, including warm-up, and excluding time lost due to wet courts.
5. Court rules apply to all tennis players regardless of age or playing ability. Courts may be reserved only by written permit issued by the Department of Parks and Recreation. Signed permit must be displayed.
