O‘AHU – With the intent of mitigating impacts of surf events on the surrounding communities, while increasing the diversity of the events and the participants they serve, the Honolulu Department of Parks and Recreation (DPR) is pleased to announce the publishing of revised Shore Water Event Rules following public outreach and community input.

The final promulgation of these rules followed several outreach and coordination efforts for new rules intending to balance the general public’s free access to ocean recreation, create equitable use of public resources for permitted events, broaden the types of events permitted and the user group they serve, and improve DPR’s ability to manage these events and resources in conjunction with other government agencies. Those efforts included a public survey, event organizer meetings, input from the City’s Shore Water Advisory Group and Honolulu City Council, and a public hearing on October 20, 2023.

To assist with the upcoming North Shore Surf Event permitting deadline under these new rules, DPR has additionally posted several documents online, including:

The first document is intended to guide applicants through the revised process, particularly as North Shore Surf Event applications for contests during the next triennial period (from January 2025 – May 2027) are due by 4 p.m. (HST) on January 31, 2024 at the DPR Permits Office located at:
