City Charter
The Revised Charter of the City and County of Honolulu 1973 establishes the Department of Planning and Permitting.

Revised Ordinances of Honolulu
The ROH includes the traffic, building, electrical, plumbing, fire, zoning, and housing codes, as well as the laws for subdivisions, shoreline setbacks, long-range plans, the special management area, and more.

DPP Administrative Rules
The DPP Administrative Rules establish procedures for the department, including permit processing and plan amendments, affordable housing, subdivision, park dedication, storm drainage standards, and the rules relating to water quality. Rules for the Planning Commission and Building and Zoning Boards of Appeals are also established.
