
A dedication and groundbreaking ceremony was held today for the first and second phases of Koa Vista, an affordable rental project that will provide housing for qualifying seniors and families in Honolulu. Located at 94-1230 Hulukupuna Street in the Koa Ridge planned community across from Waipio Costco, Koa Vista is a two-phase development that will offer 192 rental apartment units in two mid-rise buildings.
Honolulu City & County’s Department of Land Management Director Designate Catherine Taschner attended the event and delivered opening remarks on behalf of Mayor Rick Blangiardi, reaffirming the City’s commitment to increasing access to affordable housing for local families and kūpuna.
The ceremony was also attended by Hawai‘i Governor Josh Green, M.D., lawmakers, and community leaders. Kahu Kordell Kekoa presided over the blessing of the completed first phase.
About Koa Vista
- Phase 1: A seven-story, 95-unit rental building for qualifying seniors earning between 30% and 60% of the area median income (AMI). This phase was completed late last year after construction began in Summer 2023.
- Phase 2: A new mid-rise building that will provide affordable rental units for qualifying families. Construction is currently underway and is expected to be completed in 2026.
Developed by Homes Hawai‘i Inc. in partnership with GSF LLC, Koa Vista was made possible through state and federal tax credits, HMMF bond financing, and Rental Housing Revolving Funds provided by the Hawai‘i Housing Finance and Development Corporation (HHFDC).

Applications for senior rental units in Koa Vista Phase 1 are now open. Hawai‘i Affordable Properties, Inc. is coordinating the application process.
