The Department of Human Resources is responsible for the HR needs of more than 10,500 employees who serve and support our communities across the island.  The department manages a comprehensive personnel program based on merit principles designed to recruit, develop, and retain the most qualified talent in the City.

 

ADMINISTRATION DIVISION

The Administration Division oversees the divisions of the Department of Human Resources that govern the classification of positions and the employment, conduct, movement and separation of public employees.

The Enterprise Resource Planning (ERP) Branch designs, plans, develops, implements and administers the day-to-day management of the City’s Enterprise Resource Planning System (C2HERPS) Human Resources functions, which includes the Advantage HRM solution, HOKU Case Management System, Cornerstone Learning Management System, and Employee Self Service. Staff directs the overall design and development of the systems; oversees, coordinates and engages subject matter experts, departmental liaisons and outreach team members; oversees and coordinates resolution for outstanding issues and problems; develops report design specifications and coordinates report testing sessions; develops, evaluates and implements business process improvements; designs, develops, implements and maintains security and workflow requirements and user access; develops training curriculum; coordinates and conducts end-user training, workshops and outreach meetings; and provides end-user support.

CLASSIFICATION AND PAY DIVISION

The Classification and Pay Division is responsible for administering the City’s classification and compensation systems and providing personnel management advisory assistance to departmental personnel managers and employees on a variety of classification, compensation and organizational issues. To accomplish this, the division performs job audits and ensures positions are properly classified; establishes new classes and determines pricing levels; conducts classification and compensation studies; conducts research on classification and pay matters; conducts organizational reviews; establishes compensation and classification policies, procedures and guidelines; participates in collective bargaining wage negotiations; and develops salary adjustment recommendations for excluded managerial employees.

EMPLOYMENT AND PERSONNEL SERVICES DIVISION

The Employment and Personnel Services Division is responsible for Recruitment, Examination, Benefits, Research and Transactions. The division recruits and examines applicants in accordance with merit principles, advises departments and other personnel on requirements and resources to fill personnel needs, provides advice on developing appropriate selection interviews, researches and develops and maintains economic, compensation and related data in support of personnel activities, conducts initial orientation of new employees and develops, and coordinates the implementation and administration of benefits and awards programs.

INDUSTRIAL SAFETY AND WORKERS’ COMPENSATION DIVISION

The Industrial Safety and Workers’ Compensation (ISWC) Division has two primary responsibilities:

    • Administer a City-wide safety and accident prevention program to comply with the Hawai’i Occupational Safety and Health Law;
    • Administer the City’s self-insured workers’ compensation program to comply with the Hawai’i Workers’ Compensation Law.

ISWC believes that the people who work for the City and County of Honolulu are our most important asset and their safety our greatest responsibility. The mission of the Division of Industrial Safety and Workers’ Compensation is to reduce work-related accidents, injuries and workers’ compensation costs; and to provide timely workers’ compensation benefits and programs for returning injured City employees to productive work.

LABOR RELATIONS AND TRAINING DIVISION

The Labor Relations Branch negotiates and administers 9 collective bargaining agreements; provides assistance to management on employee-employer relations, contract administration and training matters; represents the City in grievance meetings; and serves as employer advocate in arbitration proceedings.

There are four unions and nine bargaining units within the City & County of Honolulu. The four unions include:

    • Hawai’i Fire Fighters Association (HFFA)
    • Hawai’i Government Employees Association (HGEA)
    • State of Hawai’i Organization of Police Officers (SHOPO)
    • United Public Workers (UPW)

The Training Branch plans, develops, and implements personnel development and training programs to increase employee productivity; prepares employees of the City and County of Honolulu to assume broader responsibilities; and improves the efficiency, economy, and quality of public service provided by employees.

A training catalog is produced twice a year, in which City employees may take advantage of training opportunities offered to improve their skills and expand their knowledge on a variety of topics. Training programs include areas of leadership/management, policy training/updates, employee development and wellness. In addition to scheduled classes, departments may also contact the Training Branch to customize specified training programs.
