The Department of Human Resources is responsible for the HR needs of more than 10,500 employees who serve and support our communities across the island. The department manages a comprehensive personnel program based on merit principles designed to recruit, develop, and retain the most qualified talent in the City.

Equal Opportunity Office
The Equal Opportunity Office is administratively attached to the Department of Human Resources and oversees City-wide efforts to comply with applicable Federal, State, and City laws and regulations governing non-discrimination in employment, programs and activities receiving Federal assistance, Titles I and II of the Americans with Disabilities Act (ADA), as amended, and civil rights in general.
The Civil Service Commission is administratively attached to the Department of Human Resources and primarily functions to prescribe rules to carry out the provisions of the City Charter, hear appeals, and advise the Mayor and the Director of Human Resources on issues and problems concerning personnel administration.
