Drainage Improvement Project on Numana Road in Kalihi Valley

HONOLULU– The City and County of Honolulu’s Department of Design and Construction (DDC) announces the start of a critical drainage improvement project at 3043 and 3049 Numana Road in Kalihi Valley. Work is scheduled to begin on Monday, December 16, 2024, and is expected to be completed by April 2025, weather permitting.

Construction Details:

  • Work Schedule: Monday through Friday (excluding holidays), 8:30 a.m. to 3:30 p.m.
  • Scope of Work: Includes the demolition and removal of a damaged cement rubble masonry (CRM) headwall and concrete slab, slope clearing and grubbing, tree cutting and removal, shotcrete lining installation, wall and fence reconstruction, landscape maintenance, and site restoration.

To minimize disruption, construction will proceed in small phases, focusing on specific sections of the project area. The contractor will coordinate with residents, businesses, and service providers to facilitate local area traffic, deliveries, trash collection, and emergency services.

Traffic and Safety Advisory:

  • No Parking Zones: “NO PARKING” signs will be placed along the sidewalk fronting the project site at least one week before construction begins. Vehicles parked in posted areas will be towed at the owner’s expense.
  • Lane Closures: Intermittent lane closures will occur on Numana Road at the project entrance. Equipment staging will also take place on Numana Road.
  • Pedestrian Access: The sidewalk in front of 3043 and 3049 Numana Road will be inaccessible during construction hours. Pedestrians should use the west side of Numana Road.

Drivers and pedestrians are encouraged to plan accordingly, allow extra travel time, and exercise caution while navigating the area.
