WIOA Eligible Training Provider (ETP) and Career Services Provider (CSP) Programs

Work Hawai’i Division

The Federal Workforce Innovation and Opportunity Act of 2014 mandated Local Workforce Development Boards (LWDBs, e.g. county governments), in partnership with the State, to review applications and approve a list of training providers.  Two part application process includes:

1. Complete Part I: “Training Provider Application”

University of Hawaii System ONLY or All Other Institutions 

2. Complete Part II: “Training Program Application”

If approved, such training schools/programs may be eligible to receive WIOA funds for the purpose of providing training to eligible WIOA adults and dislocated workers to prepare them for jobs in high demand occupations as identified by the Hawaii State Department of Labor & Industrial Relations.  

More Information

  1. For the ETP list, the federal government subsidizes tuition for high demand occupations training only.  

  2. Federal law does not allow us to subsidize tuition if there are no jobs available in your field or if there are already students being trained to fill projected vacancies.

  3. Please be aware that even if you are providing training for high demand occupations, we cannot force people to sign up for your courses.

Invoicing Procedures

Eligible Training Providers and Career Services Providers shall submit an original of the provider’s invoice of which an individual or individuals completed their training course in the approved programs. Each invoice shall contain the following information for all individuals. 

1.      Name of individual
2.      Purchase Order Number
3.      Beginning and end date of course
4.      Course title/number
5.      Copy of Licensure/certification issued to the individual 
6.      Cost of course 
7.      Attendance sheet 

The provider shall submit the invoice via postal mail or hand-delivered to the Case Manager at the address specified on the Purchase Order/registration form within twenty (20) calendar days after the end of the course.  Invoices will be not be accepted via electronic mail.
