Responsible for the overall administration and coordination of the activities of the Community Based Development Division in the Department of Community Services which include formulate and execute plans for the receipt, management and application for governmental grants and appropriations, and manage the division-level budget; analyzes and maximizes opportunities to provide shelter and services to persons with special needs including the elderly, youth at risk, disabled, homeless, and abused and low and moderate income households through, sub-recipient and joint development agreements with private-for-profit and non-profit entities; evaluates, monitors and reports on projects funded by city, state, or federal sources, for compliance with sub-recipient and other contractual requirements involving land acquisition, ground leases, eligibility of clients, facilities maintenance, related procurement of goods and services, and reviews of audits; advocates for fair housing opportunities in conformance with federal and state law.

Under the supervision of the Housing Specialist IV or VI, the position performs as an entry level trainee on assignments requiring application of the technique, laws, methodology and work processes pertinent to the Section 8 Housing Assistance Programs.

(Community Assistance Division)

Under the general supervision of the Administrator of the Rental Assistance Branch, this position provides clerical assistance, assists in data collection and information gathering, and serves as the primary purchaser for the Branch goods and services. This position prepares special and recurring reports and correspondence, and maintains a variety of logs and files related to the operations and administration of the Rental Assistance Branch. (Community Assistance Division)

The Department of Community Services, Community Based Development Division (CBDD), is hiring a Housing & Community Development Specialist VII, located in Honolulu. This position, under the direction of the Administrator of the Community Based Development Division, serves as the Chief of the Development Coordination and Fair Housing Branch.

The Department of Community Services, Community Based Development Division is hiring a Planner IV (Social Planning). Under the general direction of the Planning, Eligibility, and Coordination Branch Chief, the position performs federal grant application and grant program management tasks, assists with social planning and coordination, compiles reports and narratives to meet city, state, and federal requirements, assist and manages the City’s Affordable Housing, Special Needs, and Homeless Assistance programs.
