Description of each document can be under General Information below.<\/p><p>Vehicle ownership transfer is NOT an Express Window transaction. Make an appointment online at <strong><a href=\"http:\/\/alohaq.org\">AlohaQ.org<\/a><\/strong>.<\/p><p>All joint buyer-seller transactions for a single vehicle ownership transfer can be processed in a <em>single appointment<\/em> at any City and County of Honolulu satellite city hall.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<div class=\"elementor-element elementor-element-aad999d elementor-widget elementor-widget-toggle\" data-id=\"aad999d\" data-element_type=\"widget\" data-widget_type=\"toggle.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-toggle\">\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1791\" class=\"elementor-tab-title\" data-tab=\"1\" role=\"button\" aria-controls=\"elementor-tab-content-1791\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">General Information<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1791\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"1\" role=\"region\" aria-labelledby=\"elementor-tab-title-1791\"><p>All vehicles on Oahu are required to have a valid Registration, Certificate of Title, and State of Hawaii Safety Inspection Certificate:<\/p><ul><li><strong>Registration<\/strong> is held by the registered owner of the vehicle and kept in the vehicle.<ul><li>A valid Certificate of Registration shows that all vehicle taxes and fees have been paid and the vehicle is allowed to be legally driven on Oahu.<\/li><\/ul><\/li><li><strong>Title<\/strong> is held by the lienholder, usually a bank or finance company, or the registered owner if they have paid the loan in full or did not finance the vehicle purchase.<ul><li>Titles are used when selling, buying or making changes to the registered or legal\/lienholder on the title.<\/li><li>Once a title is used to transfer ownership, a new registration will be printed to reflect the same changes made to the title.<\/li><\/ul><\/li><li><strong>Safety Inspections<\/strong> are required annually, except for new cars that receive an initial two-year safety check and then annually thereafter.<ul><li>In addition to the safety inspection emblem that must be displayed on the back of the vehicle, the safety inspection report must be kept in the vehicle with the current Certificate of Registration.<\/li><li>When renewing the registration or transferring the title to a new registered owner, if the city\u2019s computerized records indicate an expired safety check, the owner must present proof of current safety inspection.<\/li><\/ul><\/li><\/ul><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1792\" class=\"elementor-tab-title\" data-tab=\"2\" role=\"button\" aria-controls=\"elementor-tab-content-1792\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">Ownership Transfer for Buyers<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1792\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"region\" aria-labelledby=\"elementor-tab-title-1792\"><p><strong>Directions if you are buying a vehicle:<\/strong><br \/>Certificate of Title BACK: Section D, E<\/p><ul><li><strong>Complete Section D<\/strong> \u2013 Application for transfer by new registered owner(s); if the vehicle is to be jointly registered, both parties must sign.<br \/>*If there is a new lienholder, the new lienholder must complete Section E \u2013 Application for transfer by new lienholder.<\/li><li><strong>New owner(s) must bring the following to a satellite city hall to transfer the vehicle title and registration within 30 days of seller\u2019s date of transfer on the Certificate of Title, Section A:<\/strong><ul><li style=\"list-style-type: none\"><ul><li>Certificate of Title that is properly endorsed by the seller(s), buyer(s), and if applicable, lienholder(s).<\/li><li>Last-issued Certificate of Registration.<\/li><li>Current state of Hawaii Safety Inspection Certificate.<\/li><li>If you are an active duty military service member, you may also submit a properly completed Non-Resident Certificate form CS-L(MVR)50 or Resident Certificate form CS-L(MVR)50A, which are available from your military unit or military personnel office.<\/li><\/ul><\/li><\/ul><\/li><li><strong>Transfer fees:<\/strong><ul><li style=\"list-style-type: none\"><ul><li>Motor vehicle ownership title transfer fee is $10 if you complete the transfer within 30 days the seller\u2019s date of transfer; if you fail to complete the transfer within 30 days, a $50 penalty will be added to the transfer fee.<\/li><li>If the last-issued Certificate of Registration has expired or will expired within 45 days, you will also be required to pay the annual registration renewal.<\/li><li>You can check on the annual registration fee cost for a specific vehicle that is already registered in the City and County of Honolulu online at Honolulu Motor Vehicle Inquiry. If the vehicle registration is delinquent, as the new owner, you will be assessed for all delinquent taxes for prior years that the vehicle has not been legally registered.<\/li><li>The total required fees and taxes will be determined by the satellite city hall when you present all required documents.<\/li><\/ul><\/li><\/ul><\/li><\/ul><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1793\" class=\"elementor-tab-title\" data-tab=\"3\" role=\"button\" aria-controls=\"elementor-tab-content-1793\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">Ownership Transfer for Sellers<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1793\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"3\" role=\"region\" aria-labelledby=\"elementor-tab-title-1793\"><p><em>Directions if you are selling a vehicle.<\/em><\/p><p><strong>Certificate of Title FRONT: Section A<\/strong><\/p><ul><li>Fill in the odometer reading for vehicles that are 10 years or less; vehicles 11 years or older are not required to have the odometer reading.<\/li><li>Date, print and sign your name; if there are joint owners, both owners must date, print and sign their name.<\/li><li>Note: Notarization of seller\u2019s signature(s) is optional, however, notarization will prevent rejection for irregular signature(s) upon comparison with the signature(s) on file or for signature verification when transfer is recorded in another county.<\/li><li>If the title is defaced or mutilated, the legal owner(s) on record must apply for a duplicate title. <strong><a href=\"https:\/\/www4.honolulu.gov\/docushare\/dsweb\/Get\/Document-325993\/Application%20for%20a%20duplicate%20title.pdf\" target=\"_blank\" rel=\"noopener\">CS-L(MVR)10 Application for Duplicate Motor Vehicle Certificate of Title<\/a><\/strong>.<\/li><\/ul><p><strong>Certificate of Title BACK: Section B<\/strong><\/p><ul><li>If there is a lienholder, the lienholder must complete Section B.<\/li><li>If the lienholder did not complete Section B, than a lien satisfaction letter may be submitted in lieu of the lienholder\u2019s endorsement.<\/li><\/ul><p><strong>Notice of Transfer: Top of Title<\/strong><\/p><ul><li>Detach the Notice of Transfer form that is located on the top of the Certificate of Title, complete the form including the name and address of new owner, and signature of seller, and submit it<strong> within 10 days<\/strong> to the county where the vehicle was last registered.<\/li><li>If the form has been previously detached, you may download, print, and complete the <strong><a href=\"https:\/\/www4.honolulu.gov\/docushare\/dsweb\/Get\/Document-325997\/CS-L(MVR)53.pdf\" target=\"_blank\" rel=\"noopener\">CS-L(MVR)53 Notice of Transfer form<\/a><\/strong> and submit it within 10 days.<\/li><li>This is very important step because it informs the city of a pending ownership transfer and can protect the seller from fines and other fees incurred after the date of sale. It is a good idea to keep a copy of this form because it has information about the vehicle, the new owner, and the date of transfer.<\/li><li><span style=\"color: #ff0000\">Penalty for failure to comply is subject to a fine up to $100.<\/span><\/li><\/ul><p><strong>Provide documents to buyer\/new owner:<\/strong><\/p><ul><li>Endorsed Certificate of Title.<\/li><li>Last-issued Certificate of Registration.<\/li><li>State of Hawaii Safety Inspection Certificate<\/li><\/ul><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1794\" class=\"elementor-tab-title\" data-tab=\"4\" role=\"button\" aria-controls=\"elementor-tab-content-1794\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">Out-of-County Transfer<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1794\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"4\" role=\"region\" aria-labelledby=\"elementor-tab-title-1794\"><p><em>Directions if you are transferring ownership of a vehicle that is physically located on Oahu and was last registered in Kauai, Maui or Hawaii County:<\/em><\/p><ul><li><strong>To transfer the vehicle title and registration, new owner(s) must bring the following to a satellite city hall within 30 days of seller\u2019s date of transfer on the Certificate of Title:<\/strong><ul><li style=\"list-style-type: none\"><ul><li>Certificate of Title that is properly endorsed by the seller(s), buyer(s), and if applicable, lienholder(s).<ul><li>If the Certificate of Title is not released by the recorded owner, a notarized bill of sale must be provided.<\/li><li>If a lienholder is indicated on the Certificate of Title and has not released their interest on the certificate, a lien satisfaction letter or the original canceled contract stamped \u201cPAID IN FULL\u201d must be provided.<\/li><\/ul><\/li><li>\u00a0Last-issued Certificate of Registration.<\/li><li>Current state of Hawaii Safety Inspection Certificate.<\/li><li>Completed and signed City and County of Honolulu form CS-L(MVR)1, Application for registration; if there are joint owners, both owners must sign the form.<\/li><li>Bill of lading or shipping receipt showing the vehicle\u2019s date of arrival on Oahu unless the vehicle has a valid City and County of Honolulu Out-of-State permit.<\/li><li>If you are an active duty military service member, you may also submit a properly completed Non-Resident Certificate form CS-L(MVR)50 or Resident Certificate form CS-L(MVR)50A, which are available from your military unit or military personnel office.<\/li><li>If the manufacturer\u2019s established weight for the vehicle is not available, you may be required to have the vehicle weighed at a Hawaii state-certified scale.<\/li><\/ul><\/li><\/ul><\/li><li><strong>Transfer fees<\/strong>:<ul><li style=\"list-style-type: none\"><ul><li>There is no transfer fee for an out-of-state title transfer on a vehicle that is not registered in Hawaii.<\/li><li>If the vehicle holds an out-of-state permit, the transfer fee does not apply because only vehicles issued Hawaii license plates and registration are subject to transfer fees.<\/li><li>If the vehicle is registered in Hawaii and has been issued Hawaii license plates, the motor vehicle ownership title transfer fee is $10 if you complete the transfer within 30 days of the seller\u2019s date of transfer;
