HOUSING AND COMMUNITY DEVELOPMENT NEEDS SURVEY
 

The purpose of this survey is to gather feedback from stakeholders and partner organizations on the housing and community development needs in the City and County of Honolulu (City) for the next Consolidated Plan period (July 1, 2025 – June 30, 2030).  Your feedback is essential to help determine the types of activities that may be funded through the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Housing Opportunities for Persons with AIDS (HOPWA) and National Housing Trust Fund (NHTF) programs.  The survey takes approximately five (5) to ten (10) minutes to complete.  Thank you in advance for your assistance and participation.

HOUSING TRUST FUND (HTF) PROGRAMS
CONSULTATION MEETINGS

NOTICE IS HEREBY GIVEN that consultation meetings will be held by the City and County of Honolulu (City) for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Housing Opportunities for Persons With AIDS (HOPWA), and Housing Trust Fund (HTF) programs.  The City will conduct a virtual and two in-person meetings jointly with the State of Hawaii, Hawaii Housing Finance and Development Corporation (HHFDC).  The meetings will provide interested persons with the opportunity to participate in the development and prioritization of the housing and community needs for the City’s Consolidated Plan (ConPlan) for fiscal years 2026-2030 and the Annual Action Plan (AP) for fiscal year 2026.  The ConPlan is a collaborative process whereby a community establishes a unified vision for community development actions.  The purpose of the annual AP is to ensure that jurisdictions receiving federal assistance plan for the housing and related needs of low- and moderate-income families.  Information regarding the City’s programs can be found on its website at http://www.honolulu.gov/cdbg.  The City’s ConPlan will be submitted to the U.S. Department of Housing and Urban Development (HUD) establishing the priority areas and types of projects that may be funded through the CDBG, HOME, ESG, HOPWA, and HTF in fiscal years 2026-2030.  A copy of the current ConPlan is available for viewing on the City’s website at:
