DESCRIPTION
Under the direct supervision of the City’s Equal Opportunity Officer, the incumbent conducts investigations of complaints of employment discrimination and civil rights violations, including allegations of disparate treatment, harassment, failure to accommodate and retaliation.
DUTIES AND RESPONSIBILITIES
1. Conducts investigations of complaints made against a department, employee or official of the City & County of Honolulu.
a. Completes intake review and classifies complaint.
b. Creates an investigation plan.
c. Provides applicable notices and review of rights with all parties.
d. Interviews complainant, accused and witnesses.
e. Reviews records.
f. Collects and properly secures and documents evidence.
g. Prepares graphs, tables or other means of collating and displaying data.
h. Analyzes evidence and data.
i. Prepares written reports of investigations.
2. Conducts highly confidential investigations and submits reports of findings, analysis and recommendations. The areas of investigation will include allegations of violation of Federal, State and City laws governing discrimination and civil rights.
3. Prepares reports for use by Departmental EEO Coordinators and management officials.
a. Obtain information, documentation and evidence. Conduct interviews, make observations, research records, etc.
b. Conducts and prepares written reports of studies and surveys.
4. Performs liaison duties between the Equal Opportunity Office and the various City Departments.
5. Prepares presentation of cases to responsible management officials, superiors, review boards, arbitrators, etc.
6. On request, testifies in court, serves as custodian of records and substitutes for the Equal Opportunity Officer in educating employees and managers as to the laws and regulations applicable to employment discrimination.
7. Conducts follow up reviews with responsible officials to ascertain effectiveness and completion of follow up actions recommended by investigative reports.
8. Conducts training classes, briefing sessions or other presentations about investigative procedures and outcomes.
9. Performs other related duties as may be required.

Investigators may be required to confront hostile witnesses, may have to enter hostile workplaces and may be subjected to verbal and physical confrontations by complainants, accused, witnesses and other individuals.
