DUTIES SUMMARY FOR CIVIL ENGINEER V (EN-26):

This position is under the general supervision and direction of the Branch Chief for the Compliance and Inspections (C & I) Branch within the division consisting of engineers and environmental technicians. This position is responsible for the success of a number of complex and difficult professional engineering functions and projects requiring substantial degree of engineering judgement, experience and supervision related to the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Storm Water Management Program. This shall include all planning, design, construction management, administration of consultant contracts, program management, product evaluation, research & development, system optimization, database management, and Geographical Information System (GIS) mapping. This position may also involve participating in periodic and temporary cross training and supplementary work exercises and activities in support of other branches within the division to comply with its regulatory obligations of the City’s storm water permit. 

 

Other Requirements: Operation of a vehicle to perform fieldwork. Exposure to traffic hazards, climb into streams for sampling, moderate lifting and carrying of equipment (15-50 pounds); exposure and handling of chemicals and reagents; walking and climbing on uneven, obstructed and slippery surfaces such as platforms, streams beds, channels, drainage facilities and construction sites, etc. Enter sites for inspections, including, high to medium security areas for inspection of temporary and permanent treatment and source control systems during construction and post-construction phases of a project. Field inspections of regulated facilities for both commercial and industrial related activities. Open manholes covers, gratings and other storm drainage structures. May also require overtime work, including weekends, holidays and after hours for investigations, field sampling and assisting with presentations to community groups and participating in outreach events. Proficient knowledge of Geographic Information System (GIS) software, POSSE, AutoCAD, CloudCompli, CityWorks and Microsoft Sharepoint, PowerBI and Access asset management and database programs and Environmental Protection Agency (EPA) BASINS, Hydrologic Simulation Program Fortan (HSPF), P-LOAD, Non-Point Source Erosion Comparison Tool (NSPECT), EPA Sustain BMP Toolbox, and Revised Universal Soil Loss Equation (RUSLE2) hydrologic modeling programs.

The principal duties and responsibilities include, but are not limited to the following:

 

A. Compliance Inspections and Regulatory Enforcement Program                                                               40%

 

  1. Administers, monitors, supervises and is actively engaged in the implementation and effectiveness of a storm water construction Best Management Practices (BMPs) compliance program involving inspections and follow-up inspections of typical, major, and complex construction sites to identify BMP deficiencies and non-compliance activities in conformance with site specific Erosion and Sediment Control Plans (ESCP) and Storm Water Pollution Prevention Plans (SWPPP). Issues deficiencies, citations and penalties, as necessary, to correct the violation and allow the site to come into conformance with the regulations.
  2. Administers, monitors, supervises and is actively engaged in the implementation and effectiveness of a storm water post-construction permanent BMPs compliance program involving inspections of typical, major and complex developed and redeveloped properties that have implemented treatment, source control and Low Impact Development (LID) designs to eliminate, capture and treat storm water runoff from various regulated sites in accordance to the City’s Rules Relating to Water Quality and NPDES MS4 Permit requirements. Evaluates and recommends proper operations and maintenance activities at the site in determining the effectiveness of the implemented systems. Issues deficiencies, citations and penalties, as necessary, to correct the violation and allow the facility to come into conformance with the regulations.
  3. Administers, monitors, supervises and is actively engaged in the implementation and effectiveness of a storm water commercial and industrial compliance program involving the inspections of various typical, major and complex prioritized industrial and commercial properties, and businesses in targeted areas. Evaluates and recommends storm water pollution prevention practices at the site. Issues deficiencies, citations and penalties, as necessary, to correct the violation and allow the facility to come into conformance with the regulations.
  4. Administers, monitors, supervises and is actively engaged in the implementation and effectiveness of a storm water City industrial facilities pollution prevention program in compliance with federal and state requirements including inspections, training, and monitoring for regulated facilities that require the development and necessary revisions of a Storm Water Pollution Control Plan (SWPCP), Site Specific Best Management Practices (SSBMP) Plan and Spill Prevention Control and Countermeasure (SPCC) Plan.  
  5. Participates in a technical training and guidance program focused on building capacity and knowledge on the regulatory requirements in support of the branch’s programs. Regularly leads training exercises and presents material to various audiences.
  6. Participates in any follow up inspections, sampling, monitoring and enforcement actions in support of the branch’s programs to ensure necessary corrective behaviors and compliance involving permitted and non-permitted discharges entering the City’s MS4 in accordance to applicable laws and regulations. Maintains case records and database of inspections and enforcement actions. Appears as a witness in appeals hearings and court proceedings related to investigation, when necessary.
  7. Reviews and assesses the effectiveness of related databases (i.e. CityWorks, CloudCompli, Access, Excel, etc.) and compliance tracking systems. Researches and summarizes information from various sources and databases including the internet; prepares reports to support other program activities. Coordinates the aggregation, analysis and preparation of any reports, data, charts and other documentation to support the effectiveness and ongoing status of work related activities for the branch’s respective program utilizing existing databases, word processing, presentation and spreadsheet software.
  8. Successfully completes professional development training program(s) and annually reviews, participates and revisits refresher training program(s) to maintain and demonstrate a complex level of scope and difficulty, preferably focused in the Municipal Separate Storm Sewer System (MS4), construction, industrial and illicit discharge storm water programs as deemed necessary, at the discretion and approval of the division. 
  9. Annually reviews and successfully completes work related training programs to ensure familiarity with practices, procedures, work processes, equipment and techniques, regulations, operations and other aspects related to the City’s Storm Water Management Program. Supervises, develops and participates in the technical training and guidance program focused on building capacity and knowledge on the regulatory requirements in support of the branch’s programs. Periodically leads routine training exercises and presents material to various audiences.
  10. Operates a vehicle independently to perform fieldwork, attends meetings and conducts inspections, monitoring and assessments of various projects, properties and locations, which includes inspections of construction sites, monitoring remote locations and entering secured facilities that may be difficult to access or encounter hazardous conditions that may require special equipment or proper precautions to ensure the safety of personnel.

 

B. Storm Water Management Projects                                                                                                  35%

 

  1. Manages, supervises and administers a number of storm water related projects of moderate to complex scope that requires a substantial degree of independent professional engineering judgement and experience focused on water quality, drainage or structural improvements to various facilities, drainage structures, conveyances and streets, to comply with the City’s NPDES MS4 permits and City’s Storm Water Management Programs. These projects may involve, but not be limited to, developing plans, specifications, and cost estimates, obtaining necessary permits and approvals to proceed; developing technical memorandums, study reports and other documentation to support the implementation of a project; performing hydraulic or hydrology calculations; developing and revising site specific water quality design reports, ESCP, SWPCP, SPCC and associated operations and maintenance (O&M) plans.
  2. Manages, supervises and administers a number of Capital Improvement Program (CIP) and Operating funded professional engineering, architectural, land surveying and landscape architectural consultant contracts of moderate to complex scope that requires a substantial degree of independent professional engineering judgement and experience that provides overall planning, design, equipment, land acquisition and construction management services in support of the program’s regulatory requirements. Responsible for providing technical support and maintaining stakeholder participation to ensure completion of project objectives.
  3. Manages, supervises and administers a number of Environmental Protection Agency (EPA), Federal Highways Administration (FHWA), Clean Water State Revolving Fund (CWSRF) and other Local, Federal and State funded grants and loan related projects of moderate to complex scope that requires a substantial degree of independent professional engineering judgement and experience focused on improving water quality. Responsible for providing technical support and maintaining stakeholder participation to ensure completion of grant objectives.
  4. Operates a vehicle independently to perform fieldwork, attends meetings and conducts inspections, monitoring and assessments of various projects, properties and locations, which includes inspections of construction sites, monitoring remote locations and entering secured facilities that may be difficult to access or encounter hazardous conditions that may require special equipment or proper precautions to ensure the safety of personnel.

 

C. Other Regulatory Compliance Programs                                                                                               10%

 

  1. Participates in responding to inquiries on allowed discharges to the City’s storm drain system, explains roles of City and dischargers and responsibilities to minimize pollutants from entering storm drain system.
  2. Participates and performs the full range of investigations including routine, moderate to complex investigations that could result in the issuance of notices of violations and orders and fines and makes recommendations. Capable of handling the most complex cases involving multiple agencies/departments that will likely result in substantial fines and legal proceedings. Maintains case records and database of investigations and enforcement actions. Appears as a witness in appeals hearings and court proceedings related to investigation, when necessary.
  3. Participates and performs storm drain inspections including dry and wet weather outfall, catch basin, culvert and drain line inspections to trace and identify potential illicit discharges and illegal drain connections and prioritize structures for inspections and maintenance based on pollutant accumulation rates. Facilitates and coordinates with other departments and divisions with recommending possible corrective actions, programs or projects and follow up actions to maintain, repair or replace the existing asset or drainage collection system. 
  4. Participates and performs water quality monitoring related activities, including  stream sampling, visual assessments, grab sampling of illicit discharges, outfall monitoring, stream mouth opening, trash reduction assessments and Total Maximum Daily Load (TMDL) waste load reduction quantifications. Assists with collecting, analyzing, and summarizing data from monitoring activities, as well as, data collected from other sources.
  5. Provides assistance and guidance with training personnel on the regulatory requirements in support of another branch’s program.
  6. Prepares maps, charts, and other drawings needed for monitoring or other NPDES related reports using various software packages (i.e. GIS, AutoCad, Excel, etc.)
  7. Operates a vehicle independently to perform fieldwork, attend meetings and conducts inspections, monitoring and assessments of various projects, properties and locations, which includes inspections of construction sites, monitoring remote locations and entering secured facilities that may be difficult to access or encounter hazardous conditions that may require special equipment or proper precautions to ensure the safety of personnel.

 

D. Public Education and Outreach Work                                                                                                 10%

 

  1. Assists outreach coordinators, community relation specialists, engineer(s), planner(s) and technician(s) by participating as a technical resource for public exhibits, educational workshops, or presentations.
  2. Prepares presentations, Environmental Protection Agency (EPA) Grant applications supervises and coordinates efforts with other agencies, community groups, neighborhood boards and other stakeholders to develop and strengthen partnerships and understanding.
  3. Operates a vehicle independently to attend meetings, transport supplies and equipment to and from events.

 

E. Performs other duties as required                                                                                                          5%

MINIMUM QUALIFICATIONS:

Training and Experience:  A combination of education and experience substantially equivalent to graduation from an accredited four year college or university with a bachelor’s degree in an engineering specialty and one year of registered professional civil engineering experience.

License Requirement:  Possession of a valid license as a professional civil engineer in the State of Hawaii and possession of an appropriate valid driver’s license, as required.

 Knowledge of:  civil engineering principles and practices; engineering mechanics and the mechanics of materials; surveying and of construction principles and practices in order to related engineering design to these functions; hydraulic structural, mechanical, electrical and sanitary engineering principles and practices to the extent that these apply to the general field of civil engineering; principles and practices of supervision.

 Ability to:  perform or supervise civil engineering design, construction and inspection activities; analyze stresses and determine the required foundations and structural features; plan and supervise the work of engineering and technical employees; make engineering studies and prepare technical reports.
