Duties Summary: Serves as a staff specialist assisting the Manager and Chief Engineer and other BWS Divisions (Water Quality, Finance, Water Resources and Capital Projects) with the responsibility for coordinating and advising on the necessary internal management, emergency response, and fiscal matters relating to the Red Hill Bulk Fuel Storage Facility Contamination Remediation and Response Program. The position shall provide dedicated assistance with complex budgetary, operational, management, and fiscal matters. In consultation with Legal Counsel, and at the direction of the Manager and Chief Engineer, this position shall work to identify, evaluate, control and minimize the BWS’s exposure to potential loss or liability from the Red Hill Bulk Fuel Storage Facility Contamination and work directly with BWS Programs and Legal Counsel to seek legal cost recovery for damages. 

Illustrative Examples of Work:

  • Assists with the development of solutions to sensitive and unusual problems (i.e. the Red Hill Bulk Fuel Storage Facility Contamination issue) that require extensive specialized knowledge, experience and expertise in the subject matter and related fields, and through understanding of the various facets and nuances of the problem/solution under review.
  • Researches and assists with the development and implementation of BWS goals, objectives, policies, procedures as they relate to Red Hill Bulk Fuel Storage Facility Contamination Remediation and Response; and evaluates ongoing activities to identify major areas of risk, or major areas of potential cost recovery.
  • Participates in overall planning and programming activities for the organization as it relates to Red Hill Bulk Fuel Storage Facility Contamination Remediation and Response; Keeps the agency head informed of problem areas; May assist or prepare Management team for legislative hearings and meetings with various groups regarding the Red Hill Bulk Fuel Storage Facility Contamination Remediation and Response.
  • Coordinates and assists with the execution of administrative matters among all organizational segments of the BWS as it relates to Red Hill Bulk Fuel Storage Facility Contamination Remediation and Response; reviews, coordinates and adjusts BWS work programs and budget to conform to general policies, established objectives and goals, program emphasis, funds available, etc.
  • Prepares and presents oral or comprehensive written reports and correspondence.

Minimum Qualification Requirements:

  • Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business or public administration or a related field and five years of responsible administrative, professional or analytical experience which involved active participation in the planning, development and execution of policies, programs and/or activities and which demonstrated the ability to analyze and formulate solutions for various operational or administrative problems, two of which shall have been in a governmental agency.
  • Knowledge of principles and practices of administration, organization, personnel administration, budget formulation and control, public relations; functions, policies, standards, laws and rules and regulations applicable to the department; research methods and techniques; report writing.
  • Ability to make administrative decisions applying facts, laws, policies, rules and regulations and precedents; prepare clear and concise policies, procedures, reports and correspondence; maintain cooperative and effective working and public relationship; plan, organize, direct the administrative functions of a department.
